Moroccan Ports: JICA Launches a Strategic Mission to Accelerate the Transformation of Port Infrastructure

Morocco Takes a Significant Step Forward in Port Development

Morocco is advancing in the development of its port system. Starting in September 2026, the Japan International Cooperation Agency (JICA) will conduct an assessment mission aimed at assisting in the modernization of Moroccan ports, with a particular focus on digitalization, decarbonization, and cybersecurity.

Moroccan Ports at the Heart of New Cooperation with Japan

Once again, the national port system is attracting interest from international partners. JICA has announced the launch of an expertise mission that will take place from September 2, 2026, to February 26, 2027. This initiative will specifically involve the Tangier Med port, the Port of Casablanca, and the entire Moroccan port network.

This study follows the publication of JICA’s forecast program and precedes a call for tenders set for early July. The goal is to assess the current performance of port infrastructures and identify areas for improvement to meet the emerging challenges of international trade.

A Strategy Focused on the Ports of Tomorrow

Japanese experts will not only evaluate the current situation but will also explore the evolution of trade flows, infrastructure expansion projects, port governance, and logistical connections linking Morocco to Europe and Africa.

The study aims to propose a roadmap that fosters better alignment between investments, port organization, and the future needs of the Moroccan economy. Currently, the Kingdom’s ports handle nearly 98% of external trade, underscoring their strategic role in international exchanges.

Digitalization, Cybersecurity, and Decarbonization on the Agenda

Ecological and digital transitions are among the primary focuses of this cooperation. Consultants will analyze measures already implemented to reduce carbon emissions, improve energy efficiency in infrastructures, and enhance the digitalization of port operations.

The project also plans to evaluate cybersecurity measures and solutions that optimize port calls using digital technologies, aimed at reducing ship waiting times and enhancing the competitiveness of Moroccan port platforms.

Strengthened Technological Cooperation Between Rabat and Tokyo

Beyond the assessment, this mission is set to pave the way for a new phase of cooperation between Morocco and Japan. JICA will identify projects that could benefit from Japanese technologies in smart port management, digital transformation, and decarbonization.

Pilot projects may be tested before being presented to Moroccan authorities, with the goal of establishing Moroccan ports as regional benchmarks for logistical innovation and sustainable development.
