Morocco and Senegal: Towards a New Roadmap to Strengthen Industrial and Commercial Cooperation

Strengthening Industrial and Commercial Cooperation between Morocco and Senegal
The strengthening of industrial and commercial cooperation between Morocco and Senegal was at the heart of discussions between Moroccan Minister of Industry and Trade, Ryad Mezzour, and his Senegalese counterpart, Serigne Gueye Diop, this Monday in Rabat. These talks were held as part of the 15th session of the High Joint Commission for the Moroccan-Senegalese partnership, where both parties agreed on a new roadmap for bilateral cooperation.
A Roadmap Focused on Industry and SMEs
The new shared strategy outlines several priority areas, including standardization, the development of industrial zones, and the enhancement of technical capacities. The Senegalese minister emphasized the historical context of relations between the two countries and Dakar’s desire to leverage Moroccan expertise, especially in industrial infrastructure, business support, training, and qualifications for human resources.
The discussions also centered on support for small and medium-sized enterprises (SMEs), which constitute 97% of the Senegalese economic fabric. In this regard, agreements are expected to be reached between agencies responsible for SMEs in both countries, as well as between training and mentoring structures.
Commercial Cooperation and Resource Valorization
The exchanges addressed tax policies related to industrial zones and investments, as well as the development of bilateral trade, focusing on processed and manufactured products. The Senegalese minister expressed his country’s interest in Morocco’s experience in the phosphate sector and announced upcoming visits, particularly to the Office Chérifien des Phosphates, to draw inspiration from Morocco’s model for valorizing this strategic resource.
A Momentum Supported by the Royal Vision
For his part, Ryad Mezzour reminded participants that this initiative aligns with royal directives aimed at enhancing cooperation and integration among African countries. He underscored the mutual commitment of both nations to develop training, skills, and industrial integration within a South-South cooperation framework, consistent with significant structural projects on the continent.
Thus, the 15th session of the High Joint Commission serves as a key platform to promote structuring sectoral projects in areas such as agriculture, energy, trade, and the digital economy, further consolidating strategic cooperation between Morocco and Senegal.
