Morocco-Russia: A Partnership Expanding into Civil Nuclear Energy, Power, and Desalination
Relations between Morocco and Russia could enter a new phase as cooperation expands into several strategic sectors, including peaceful uses of nuclear technology, energy, seawater desalination, as well as applications in the medical and agricultural fields.
This development comes as Morocco seeks to diversify its energy and water supply sources, mobilizing new technologies to address challenges related to water and energy security. The cooperation may also extend to priority sectors such as health and agriculture.
Quoted by the Russian news agency Sputnik, Russia’s ambassador to Morocco, Igor Belyaev, expressed his country’s willingness to share its expertise in civil nuclear technology with the Kingdom. He particularly highlighted the experience Russia has gained in developing nuclear technologies and their various peaceful applications.
The proposed cooperation would not be limited to nuclear power generation. It could also encompass several civil applications, including nuclear medicine, through the use of radioisotopes for diagnosis and certain treatments, as well as agricultural applications aimed at improving farming practices, managing fertilizers efficiently, and monitoring soil conditions.
Seawater desalination is also among the areas likely to benefit from this technological cooperation. In light of growing water stress, Morocco is increasingly relying on desalination to strengthen its potable water resources and meet the needs of various economic sectors.
The Kingdom is already implementing a comprehensive program to develop desalination capabilities, making the integration of new technologies a crucial objective for sustainably enhancing its water security.
Energy cooperation between Rabat and Moscow is not new, however. According to the Russian ambassador, relations in this field date back to the Soviet era, particularly with the equipment provided for the Jerada thermal power plant using Soviet materials.
The Russian company Power Machines has also been involved in equipping a hydroelectric power plant in Morocco, thus contributing to the development of technical exchanges between Moroccan and Russian institutions in the energy infrastructure sector.
Furthermore, the Russian group aims to maintain its presence in the Moroccan market, both through the maintenance and modernization of existing equipment and potential participation in new electricity generation projects and energy infrastructure development.
Among the proposed initiatives is the rehabilitation of certain thermal and hydroelectric installations to improve their efficiency and output, as well as exploring new opportunities in electricity production.
Expanding cooperation to peaceful uses of nuclear energy is particularly significant for Morocco, which seeks to diversify its international partners and enhance access to technologies and expertise in sectors deemed strategic.
Such collaborations could also promote the development of scientific research, training, and technology transfer, while bolstering national expertise in civil nuclear applications.
This dynamic thus paves the way for a more diverse Morocco-Russia relationship, surpassing the traditional energy cooperation framework to encompass technological, scientific, and industrial partnerships in civil nuclear, seawater desalination, health, and agriculture, aligning with the Kingdom’s priorities in water, energy security, and sustainable development.
