Morocco Strengthens Real Estate Market Security with an Electronic Power of Attorney Registry

Major Reform in Morocco’s Real Estate Sector: Mandatory Electronic Registration of Property Powers of Attorney
As of June 1, 2026, Morocco has implemented a significant reform in the real estate sector: the mandatory registration of property powers of attorney in a national electronic registry.
This measure, introduced by Law No. 31.18, marks an important turning point in the management of real estate transactions. It aims to combat fraud, enhance transparency, and modernize the procedures related to property deeds.
From now on, a power of attorney will have no legal effect unless it is registered in this centralized registry. This change puts an end to the old system that relied solely on paper documents, which were often vulnerable to forgery, double sales, or fraudulent use, especially in remote transactions.
The new system also allows for real-time verification of the validity of a mandate, as well as any modifications or revocations, which are only enforceable against third parties after their official registration.
This reform imposes new obligations on notaries, adouls (Islamic notaries), lawyers, and land registrars, who must now ensure the systematic registration of powers of attorney before any transactions occur.
Authorities believe that this digitization will strengthen investor confidence and further secure the real estate market, including for Moroccans residing abroad.
Technical clarifications are still awaited regarding the digital platform and its interconnection with land registration services.
