ONEE Secures 250 Million Euros from EBRD to Modernize Drinking Water in Morocco

ONEE and EBRD Sign €250 Million Financing Agreement for Water Infrastructure Modernization in Morocco

The National Office of Electricity and Potable Water (ONEE) and the European Bank for Reconstruction and Development (EBRD) have signed a letter of intent for a new financing program totaling €250 million, approximately 2.8 billion dirhams. This funding aims to modernize Morocco’s potable water production infrastructure.

Structured Financing in Two Tranches

The program will be executed in two phases and will include investment grants as well as a technical assistance framework. The goal is to enhance the performance of existing facilities and boost their operational efficiency.

Expanded Institutional Partnership

The signing of this agreement brought together several officials, including the Director General of ONEE, the Vice President of EBRD, and the General Director of the National Company for Enterprise Guarantee and Financing (SNGFE), alongside representatives from the Ministry of Economy and Finance. This milestone event took place during the EBRD’s annual meetings held in Riga, Latvia.

Strengthening Water Infrastructure Resilience

This new partnership is part of ONEE’s Equipment Plan for 2025-2030, which outlines significant investments aimed at modernizing potable water production facilities and embracing advanced standards in energy efficiency. In response to the impacts of climate change and the rising demand for water, ONEE is adopting a flexible approach to enhance the resilience of its infrastructure.

Long-standing Financial Cooperation

This financing continues a partnership established in 2014 between ONEE and EBRD. The European institution has already mobilized nearly €119 million for Morocco’s potable water sector, including an initial project focused on improving network performance, which is now nearing completion with satisfactory results.
