Roads in Morocco: 380 billion dirhams mobilized to modernize 48,000 km of network by 2030

Morocco is accelerating the modernization of its road infrastructure. Supported by a record public investment of 380 billion dirhams from 2021 to 2026, the Kingdom is revamping its road maintenance strategy to improve the quality of its road network and aims for 80% of roads to be in good condition by 2030.

A New Strategy to Enhance Road Quality

In response to the deterioration of some roadways and the growing expectations of users, the General Directorate of Roads has launched a comprehensive initiative to modernize the maintenance methods of the national road network.

At the heart of this initiative is the revision of the technical manual for road design, a reference document that has been in use since 1992, which has become outdated due to the evolution in traffic patterns, the increase in the tonnage of heavy trucks, new construction materials, and the impacts of climate change.

Historic Public Investment

This reform comes at a time characterized by a significant increase in public investments dedicated to infrastructure.

Between 2021 and 2026, investments jumped from 230 billion to 380 billion dirhams, representing a 65% increase. This financial effort has allowed the expansion of the expressway network to nearly 2,300 kilometers and the continuation of several structural projects, including the Tiznit-Dakhla, Fès-Taounate routes, and the new Rabat-Casablanca continental highway.

Optimizing the Maintenance of 48,000 Kilometers of Paved Roads

Today, Morocco boasts a road network of approximately 48,000 kilometers of paved roads, valued at over 300 billion dirhams.

The Ministry of Equipment already allocates nearly 3 billion dirhams annually for the maintenance of this network. The revision of design methods will enhance the effectiveness of these investments by tailoring technical solutions to each type of road based on soil conditions, traffic, and local constraints.

Goal: 80% of Roads in Good Condition by 2030

Currently, around 66% of the national road network is categorized as being in good or excellent condition.

Authorities aim to achieve 80% of roads in good condition by 2030 through improved project planning, the use of new evaluation methods, and optimizing public spending on infrastructure maintenance.

Infrastructure Aligned with the Kingdom’s Ambitions

Modernizing the road network is a strategic priority to support economic growth, enhance the mobility of people and goods, and prepare for major international events, notably the 2030 World Cup.

Alongside rehabilitating existing roads, the Kingdom continues to develop its highway network, with the goal of reaching 3,000 kilometers of highways in the coming years, in line with national directives related to transportation infrastructure.
