New Regulatory Framework for Subsidized Flour in Morocco for the 2026-2027 Campaign
The Moroccan government has established the regulatory framework governing the national subsidized soft wheat flour sector for the 2026-2027 campaign. Published in the Official Bulletin on June 29, 2026, this new framework outlines the conditions for supply, transport, distribution, and compensation to ensure price stability and the availability of this essential product throughout the country.
Maintained Public Price to Protect Purchasing Power
The legislation confirms that the consumer price will remain set at 200 dirhams per quintal across all regions of the Kingdom, except for the southern provinces, where the price will continue to be 100 dirhams per quintal, thanks to specific cost coverage by the state.
The objective is to preserve the purchasing power of households while ensuring equitable access to subsidized flour, particularly in remote areas.
A Framework Covering the Entire Distribution Chain
The new mechanism governs the entire sector, from the acquisition of soft wheat by the National Interprofessional Office for Cereals and Legumes (ONICL) to the marketing of 50-kilogram bags intended for consumers.
The system also provides regulation for storage, transport, and distribution operations to ensure product traceability and avoid any disruptions in supply chains.
The State Continues to Compensate Costs
The framework maintains the compensation mechanism for industrial mills to cover the gap between production costs and the regulated sale price of national flour.
Moreover, the costs associated with transporting flour to distribution centers will continue to be covered as prescribed by the new regulatory text, especially to guarantee supplies to the most remote regions.
Securing the Supply of the National Market
Through this new regulation, authorities aim to ensure a consistent supply of subsidized flour to the national market throughout the 2026-2027 campaign, in a context marked by fluctuations in international grain markets.
This framework also seeks to ensure transparency in the sector, strengthen oversight of distribution circuits, and maintain price stability for essential food products to the benefit of consumers.
