The Dakhla-Oued Eddahab Regional Territorial Communities Group Holds an Extraordinary Session

The Dakhla-Oued Eddahab Territorial Collectives Union held an extraordinary session on Wednesday, July 8, 2026, at the headquarters of the Wilaya of the Dakhla-Oued Eddahab region. The meeting was attended by the Wali of the Dakhla-Oued Eddahab region and Governor of the Oued Eddahab province, the President of the Territorial Collectives Union, the President of the Regional Council, the General Director of the Dakhla-Oued Eddahab Multiservice Regional Company, the Director of the Permanent Control Service, and members of the Union Council. Also present were the Vice-President of the Dakhla municipality and the President of the El Argoub municipality.

This session was dedicated to discussing two agenda items. The first focused on the presentation of the missions and responsibilities of the Permanent Control Service, while the second addressed the provisions of the specifications annexed to the management contract, aimed at supporting the implementation of the new management model conducted by the Dakhla-Oued Eddahab Multiservice Regional Company.

During this session, the Director of the Permanent Control Service presented the missions and responsibilities of the service, as well as its role in strengthening the internal control framework, consolidating principles of good governance, and monitoring performance while ensuring compliance with legal and regulatory provisions governing company management.

In his turn, the General Director of the Dakhla-Oued Eddahab Multiservice Regional Company highlighted the key innovations introduced by the new specifications. These innovations aim to enhance equitable access to drinking water, electricity, and sanitation services through preferential arrangements for social projects, encouraging and generalizing individual connections at more attractive costs, and the possibility of examining specific authorizations to facilitate access for residents of underserved neighborhoods and those lacking certain required urban documents, in accordance with current legal provisions.

In a similar context, the General Director emphasized, in his presentation of the specifications’ main provisions, that none of the tariff and para-tariff elements applied to drinking water, electricity, and sanitation services have been modified since the company commenced its operations. The company continues to apply these as they were in effect with the services of the National Office of Electricity and Drinking Water, in strict compliance with current legal and regulatory provisions.

The General Director also indicated that the company adopts a user-centered approach, prioritizing practical solutions that consider the social and economic situations of clients and facilitating their access to public services. In this context, he specified that the company has taken over the sector’s management, bearing debts transferred from the Office’s services, amounting to approximately 184 million dirhams, including over 70 million dirhams for water consumption and more than 80 million dirhams for electricity consumption. These debts have accumulated over the years due to irregular meter readings and the issuance of consumption bills.

Concerned about allowing users to regularize their situations under facilitated conditions, the company, after approval from its Board of Directors, adopted an exceptional payment facilitation procedure allowing for the staggered repayment of these debts over a period of up to 48 months. This measure enables clients to progressively regularize their debts, avoid the suspension of water and electricity supply for non-payment, encourages them to regularize their status through legal channels, and limits the use of illicit practices. The company also implements simplified and flexible procedures to facilitate requests for connections to drinking water and electricity networks, thereby contributing to the generalization of access to services, improving their quality, and bringing them closer to citizens and investors.

Throughout the discussions, members of the Union Council commended the efforts made by the Dakhla-Oued Eddahab Multiservice Regional Company since the inception of its activities, which reflect the quality of its management and the effectiveness of its interventions across various areas of competence. They also praised the smooth transfer of the management of drinking water, electricity, and sanitation services to the company and the uninterrupted provision of public services. They noted that the company has achieved a qualitative leap in its management methods in a short time and strengthened governance. Council members also emphasized the role played by the company as an economic and development actor at the regional level, through supporting investment, generalizing access to drinking water, electricity, and sanitation services, as well as contributing to enhancing the region’s attractiveness and supporting its developmental dynamics.
