Morocco Launches a 3.7 Billion Dirham Program to Support the Water Sector

On June 2, 2026, the Ministry of Equipment and Water launched a new funding program totaling nearly 3.7 billion dirhams (approximately 348 million euros) aimed at supporting the national water policy and strengthening governance in the sector.
This initiative was launched in partnership with the European Union Delegation in Morocco and the embassies of Germany, Italy, and France in Rabat, as part of efforts to ensure the Kingdom’s water security and improve the sustainable management of water resources.
A Partnership for Green Transition
This program is part of the Green Partnership established between Morocco and the European Union in October 2022. It reflects enhanced cooperation around issues related to water, climate, and sustainable development.
The funding package includes a contribution of 48 million euros (514.4 million dirhams) from the European Union, along with three loans totaling 300 million euros (approximately 3.2 billion dirhams).
Mobilizing European Financial Institutions
Financing is provided by several leading European partners, including the German Development Bank (KfW), the Italian Cassa Depositi e Prestiti (CDP), and the French Development Agency (AFD), as part of the European JEFIC network.
This mobilization aims to support the reforms and investments necessary for the modernization of the water sector in Morocco.
A Component Dedicated to Technical Assistance
Beyond financial support, the program also includes a significant component of technical assistance and knowledge exchange between Moroccan and European institutions. The goal is to strengthen management capacities, improve governance, and promote the sharing of best practices in the water sector.
Enhancing Resilience to Climate Change
This new program reinforces the strategic partnerships between Morocco and the European Union, particularly in the framework of the Mediterranean Pact adopted in November 2025. This pact prioritizes climate resilience and sustainable water resource management as shared goals for both partners.
Through this initiative, Morocco continues its efforts to secure its water resources and enhance its adaptive capacity in response to the growing challenges posed by climate change.
