Moroccan Phosphate Strengthens the Kingdom’s Position in the American Strategy Against Chinese Dominance

The United States’ interest in Morocco continues to strengthen as Washington seeks to diversify its supply chains and reduce its dependence on China in several strategic sectors. In this context, Morocco’s phosphate resources emerge as a leading alternative to secure supplies of phosphate and its derivatives.

This evolution occurs as the United States grows increasingly concerned about disruptions that could affect fertilizer and strategic mineral markets. Moroccan phosphate thus takes on an importance that gradually extends beyond its traditional use in fertilizer production to sectors related to the energy transition, including batteries for electric vehicles and energy storage.

An analysis published by the Washington Institute for Near East Policy indicates that the easing of U.S. restrictions and tariffs on imports from the OCP Group is a signal of Washington’s desire to strengthen cooperation with Morocco and ensure a steady supply of phosphate products.

Morocco: A Global Phosphate Power

The American interest is notably grounded in Morocco’s exceptional position in the global phosphate market. According to data cited in the analysis, the Kingdom holds approximately 70% of the world’s known phosphate rock reserves, giving it a major role in the production chain of fertilizers and phosphorus-derived products.

This position takes on even greater significance in a context marked by a decrease in Chinese exports of certain phosphate products, largely due to domestic restrictions and export control measures imposed by Beijing.

For Western economies, these developments have underscored the risks associated with a concentrated supply chain dependent on a limited number of suppliers.

Geopolitical tensions have further disrupted fertilizer markets, particularly through challenges affecting the supply of raw materials such as sulfur and ammonia. This situation is prompting several importing countries to diversify their sources and seek more reliable suppliers.

Phosphate at the Core of the Energy Transition

However, American interest in Morocco is not limited to conventional fertilizers. Washington is also paying increasing attention to the potential for developing production of ultra-pure phosphoric acid (UPA), a raw material used in the manufacturing of cathodes for lithium iron phosphate batteries, commonly referred to as LFP.

These batteries are widely used in electric vehicles and energy storage systems. UPA is thus becoming a strategic product in the context of the global race to secure supply chains related to clean technologies.

According to the U.S. analysis, China dominates much of the global refining of ultra-pure phosphoric acid. This situation is leading the United States to seek alternative suppliers capable of mitigating risks related to their dependence on Beijing during a crucial stage of the battery production chain.

This shift marks an important change in the perception of phosphate. Long viewed primarily as a raw material for fertilizer production, it is now recognized as a strategic element at the intersection of food security, industry, and energy technologies.

Washington’s Efforts to Reduce Dependence on Beijing

For several years, the United States has sent a portion of its domestically produced concentrated phosphate to China for processing, benefiting from relatively low refining costs.

However, this model has contributed to creating a dependency on an economic power now viewed by Washington as a strategic competitor. The trade and geopolitical tensions between the two countries have reinforced America’s resolve to reassess this arrangement.

In this strategy, the United States has begun to integrate phosphate and its derivatives more into its policies regarding strategic resources. Phosphate has notably been added to the U.S. list of critical minerals, while the use of the Defense Production Act also aims to support and secure the supply of elemental phosphorus.

These measures form part of a broader strategy to diversify sources of essential minerals and materials, which also encompasses lithium, rare earths, and other crucial resources for high-tech industries.

A New Opportunity for Morocco

Cooperation between Morocco and the United States in this area has also strengthened with the conclusion of an agreement last February aimed at developing bilateral partnerships in the realm of critical minerals.

This cooperation could pave the way for new projects in high-value phosphate products, particularly ultra-pure phosphoric acid intended for battery component manufacturing.

For Morocco, this development represents an opportunity to gradually move beyond raw material exports and bolster local phosphate processing. The Kingdom could thus leverage its resources more effectively to develop higher-value products and become more integrated into industrial chains linked to fertilizers, electric vehicles, and energy storage.

Moroccan Phosphate as a Strategic Asset

In the context of escalating rivalry between Washington and Beijing over control of global supply chains, Moroccan phosphate emerges as a growing economic and strategic asset.

Its role is no longer limited to ensuring food security via fertilizer production; it now extends into industrial security, critical minerals, and technologies related to the energy transition.

Thanks to the significance of its reserves, its industrial capabilities, and its geographical positioning, Morocco stands to further solidify its role as a strategic partner of the United States and enhance its presence in the global value chains related to fertilizers, batteries, and clean technologies.
