Akhannouch Accelerates Healthcare Reform in Morocco in Line with Royal High Directions

A Structural Reform of the Moroccan Health System

The Head of Government, Aziz Akhannouch, chaired a strategic meeting in Rabat focused on the ongoing reform of the national health system. This gathering aligns with the Royal High Orientations aimed at establishing a modern, equitable, and sustainable health care framework capable of meeting the growing needs of citizens. Central to this reform are the territorial health communities, designed as a crucial pillar to enhance coordination among various levels of care and to actualize the regionalization of the sector.

Health Centers: A Comprehensive Modernization Program

Morocco is pursuing an ambitious program to rehabilitate primary health centers. To date, 1,400 facilities have already been modernized, while a new phase involving an additional 1,600 centers is underway. By the year 2026, 500 health centers are scheduled for upgrades, with a particular focus on rural and remote areas to ensure equitable access to local healthcare services.

Hospital Infrastructure: 3,000 Additional Beds on the Horizon

On the hospital front, the government is focused on significantly boosting healthcare offerings. No fewer than 15 hospital projects are expected to be completed by 2026, creating around 3,000 new beds nationwide. Concurrently, the construction program for six University Hospital Centers (CHUs) continues, with a total investment exceeding 20.6 billion dirhams. The Mohammed VI University Hospital in Agadir is being showcased as a model for next-generation hospitals, integrating advanced medical equipment.

Digitizing Health: Towards an Integrated System

Digital transformation is a key component of this reform. The health care map project is nearly finalized, with a data completeness rate reaching 95%. A national integrated digital platform, encompassing data from both public and private sectors, is also on the verge of imminent deployment. Furthermore, the shared medical record and electronic care sheet will gradually come into service starting in 2026, aiming to improve continuity of care and simplify administrative processes.

Strengthening Governance and Citizen Services

Digitalization is accompanied by a strengthening of user services. The "Chikaya Santé" platform is evolving into a national integrated complaints management system, supported by a dedicated helpline. In the same spirit, the Moroccan Agency for Medicines and Health Products is accelerating its digital transformation through the establishment of a unified digital portal.

Towards Widespread Emergency Medical Assistance in Morocco

Finally, the development of the Emergency Medical Assistance Service (SAMU) continues, with a gradual expansion of the regional model tested in Rabat-Salé-Kénitra to the entire national territory.
