Continuing Education in Morocco: Towards a Revision of Law 60-17 and a Repositioning of the OFPPT

Major Evolution in Morocco’s Continuing Education System
The continuing education framework in Morocco is on the verge of a significant transformation with the announced revision of Law 60-17. This reform could fundamentally redefine the governance of the sector, particularly by stripping the OFPPT (Office for Professional Training and Promotion of Work) of some of its prerogatives.
According to current directives, the aim is to make the system more efficient, transparent, and better aligned with labor market needs. The public authorities are considering a new institutional architecture that would allow for a more targeted management of funding and improved involvement of economic stakeholders.
This overhaul also seeks to address the dysfunctions observed in recent years, especially regarding access to continuing education, the quality of programs, and the monitoring of beneficiaries. The challenge is to turn continuing education into a strategic leverage point for enhancing employability and supporting the transformations within Morocco’s economic landscape.
In this context, the OFPPT may see its role evolve towards more operational missions, while overall governance would be entrusted to a broader entity or mechanism that includes various public and private partners.
This reform is part of a broader momentum towards modernizing the professional training system in Morocco, in line with national objectives aimed at strengthening human capital and supporting the competitiveness of businesses.
