El Mansouri Government: A Four-Party Majority Takes Shape

Formation of the Next Moroccan Government: Fatima Ezzahra El Mansouri Takes the Lead

The formation of Morocco’s next government is taking shape under the leadership of Fatima Ezzahra El Mansouri. The designated head of government is currently engaged in consultations with political parties represented in Parliament, aiming to build a majority that can support the future government program.

The proposed coalition involves four parties: the Authenticity and Modernity Party (PAM), the Istiqlal Party (PI), the Socialist Union of Popular Forces (USFP), and the Party of Progress and Socialism (PPS). This configuration is based on discussions that have been ongoing since Fatima Ezzahra El Mansouri was appointed to lead the government.

A Majority in the Making

After leading the legislative elections held on September 23, 2026, with 97 seats, the PAM is spearheading the discussions to form the new governmental team. The party is leaning towards forming an alliance with the three parties from the Koutla: Istiqlal, USFP, and PPS.

The final results of the elections have allocated 65 seats to the Istiqlal, 26 to the USFP, and 19 to the PPS. Together with the PAM’s 97 seats, this coalition would represent a total of 207 seats out of the 395 in the Chamber of Representatives, which surpasses the absolute majority threshold of 198 seats.

These consultations are expected to clarify the main orientations of the government program and the roles of the various parties in the upcoming executive team.

PPS Joins the Coalition Dynamics

On October 12, the Party of Progress and Socialism officially announced its decision to participate in the upcoming government following a meeting of its political bureau in Rabat. This decision comes after positive feedback from both the Istiqlal and USFP regarding their participation in the forming majority.

The envisioned configuration brings together four political parties with diverse sensitivities, yet they are seeking to agree on a common roadmap. Discussions are also focused on the distribution of governmental responsibilities and the priorities that should be included in the program to be submitted to Parliament.

However, the final composition of the government and the allocation of ministerial portfolios remain distinct steps in establishing this majority.

Priorities of the Upcoming Government Program

Beyond negotiations among the parties, the new team will need to define measures aimed at addressing the economic and social expectations of citizens. Key issues for the upcoming term include purchasing power, employment, social justice, reducing territorial disparities, and economic development.

The discussions will also need to consider the national and international context, as well as the challenges facing Morocco regarding growth, public services, and the creation of economic opportunities.

The coherence of the common program and the partners’ ability to coordinate their positions will be crucial for the effective functioning of the future majority.

A Significant Step Following the September Elections

The appointment of Fatima Ezzahra El Mansouri by King Mohammed VI, following the PAM’s victory in the legislative elections, has initiated a new phase in the government formation process. The ongoing consultations now need to lead to a political agreement, followed by the constitution of the team responsible for implementing the government program.

Should the alliance of PAM, Istiqlal, USFP, and PPS solidify in its current form, it will command a parliamentary majority of 207 seats. Upcoming announcements will help clarify the final contours of this coalition and the directions of the new government action.
