ONEE Issues International Call for Tenders for the 362 MW El Menzel Wastewater Treatment Plant

ONEE Takes a Major Step in Modernizing Morocco’s Electricity System with New Pumped Storage Power Station
The National Office of Electricity and Drinking Water (ONEE) is advancing the modernization of Morocco’s national electricity system by launching an international tender for the construction of the El Menzel Pumped Storage Power Station (PSPS). With a capacity of 362 MW, this infrastructure will be situated approximately 35 kilometers southeast of Séfrou in the Fès-Meknès region.
An EPC Contract for Major Energy Infrastructure
The call for tenders involves the detailed design of the project, provision of equipment, construction work, installation, and commissioning of the power station, all under a turnkey contract (Engineering, Procurement, and Construction – EPC).
This new Pumped Storage Power Station is one of ONEE’s key projects aimed at enhancing the national electricity storage capacity, a crucial lever for supporting the growing use of renewable energy sources.
Strengthening the Integration of Renewable Energies
The El Menzel PSPS aligns with the national strategy for developing hydraulic energy storage. It will complement the existing operational infrastructures of Afourer (464 MW) and Abdelmoumen (350 MW), as well as the future PSPS Ifahsa (300 MW), which is currently in development.
Through this suite of facilities, Morocco aims to establish a strategic portfolio of storage capacities that improves the flexibility of the electrical grid, secures energy supply, and facilitates the increasing integration of production from renewable sources, particularly solar and wind energy.
Financing Secured Through the Islamic Development Bank
The construction of the El Menzel PSPS, which is estimated to take 48 months, is backed by financing from the Islamic Development Bank (IDB), mobilized by ONEE.
Interested companies have until September 30, 2026, to submit their bids for this international tender.
With this new project, ONEE reaffirms its commitment to energy transition and enhancing the resilience of Morocco’s electrical system in the face of increasing electricity demand.
