Strengthening the Fight Against Environmental Violations: ANEF Contributes to CESE’s Efforts for an Integrated Process from Sanction to Restoration

As part of its advisory role in the fight against environmental damage in Morocco, titled “From Sanction to Restoration: Making a Chain Effective”, the Economic, Social and Environmental Council (CESE), as a constitutional institution for dialogue and proposal, held a hearing session on Wednesday, April 8, 2026, dedicated to the National Agency of Water and Forests (ANEF).
This meeting aligns with the participatory and inclusive approach adopted by the CESE, aimed at enriching its work with contributions from relevant institutional stakeholders. During this occasion, the ANEF presented an overview of infractions related to forestry and wildlife, as well as the legal and regulatory framework governing the protection, sustainable management, and enhancement of forest resources and biodiversity.
Structural Reforms for Effective Public Action
The ANEF highlighted the reforms initiated under the strategy “Forests of Morocco 2020-2030”, launched by His Majesty King Mohammed VI, may God assist Him, particularly regarding the reorganization and modernization of the Water and Forests Police.
Implementations of these reforms since 2023 have led to:
- Strengthening capabilities for surveillance, prevention, and enforcement,
- Improving coordination of field interventions,
- And promoting a more integrated and participatory approach to forest resources management.
In this regard, Mr. Abderrahim Houmy, Director General of ANEF, emphasized that:
“Damage to forest wealth is not inevitable. It stems from both human and climatic factors, which can be addressed through an integrated approach based on awareness, accountability, and firmness in law enforcement. The fight against these infringements relies on modernizing surveillance systems, strengthening the legal framework, and the active involvement of local stakeholders.”
The discussions also highlighted the initial positive impacts of these initiatives, particularly in terms of reducing infringements in several sensitive areas, such as the Middle Atlas and Maâmora.
Enhanced Inter-Institutional Cooperation
The meeting also underscored the strategic importance of institutional partnerships developed by the ANEF, particularly through agreements established with:
- The Court of Cassation (2022),
- The National Security Directorate (2024),
- And the Royal Gendarmerie (2025).
These partnerships reflect a collective commitment to enhance coordination among different institutions, which is essential for effectively combating harm to forestry and wildlife resources.
A Contribution to an Integrated Vision for Environmental Protection
This hearing contributed to the CESE’s reflection on mechanisms to make the chain from sanction to redress for environmental damage more effective.
It is part of a collective effort aimed at:
- Strengthening the protection of natural heritage,
- Improving the effectiveness of legal and operational frameworks,
- And reconciling the preservation of natural resources with the needs of local populations.
A Shared Commitment to Sustainable Development
Through its contribution to the CESE’s work, the ANEF reaffirms its commitment to enhanced environmental governance, based on inter-institutional coordination, effective control mechanisms, and the promotion of sustainable management of forest ecosystems.
