The Souss-Massa Regional Multi-Service Company Enhances Its Preparedness for Climate Variability

Proactive Water and Energy Management Amidst Climate Challenges

In a context marked by increasing challenges due to weather fluctuations and natural risk management, the Souss-Massa Multi-Service Regional Company is emerging as a model institution built on a comprehensive and proactive approach. Its objective is to ensure the continuity and quality of water, electricity, and wastewater services throughout the region.

In an interview with MCG24, Abdelmajid Jaâkou, the regional director of the company in Inezgane Aït Melloul, emphasized that this organization, established in October 2024, undertakes strategic missions including managing the sewage networks, as well as the distribution of potable water and electricity. The services provided span 175 municipalities across two prefectures and four provinces within the Souss-Massa region.

Jaâkou noted that managing rainfall periods is grounded in three essential pillars: anticipation, communication, and rapid intervention. On a preventive level, the company engages in year-round maintenance and cleaning of major pipelines and storm drains, enhances network capacities, and updates data and technical plans to guarantee optimal preparation for stormwater drainage.

An elevated alert level is initiated as soon as the General Directorate of Meteorology releases alert bulletins. Coordination is then activated with monitoring cells at the prefecture and provincial levels, alongside the mobilization of field teams to conduct intensive preventive actions, which include monitoring critical points and preparing logistical resources such as hydraulic trucks and suction pumps.

Regarding communication, Jaâkou explained that during these periods, the company bolsters its call center and customer service to ensure immediate handling of complaints. This is facilitated by an efficient information system connecting call centers with technical teams on the ground, enabling prompt and effective interventions.

According to provided data, the company has substantial infrastructures, encompassing nearly 4,000 kilometers of wastewater networks, over 19 wastewater treatment plants, and more than 70 pumping stations, all of which are subject to continuous monitoring and maintenance throughout the year.

During rainy periods, support and monitoring cells are activated in coordination with local authorities, deploying around 370 field agents, with the potential use of subcontracting companies to enhance intervention capabilities, thereby ensuring a swift and effective response to various emergency situations.

Following rainfall events, the company adopts an evaluative approach based on data collection and analysis related to interventions and complaints. This process allows for learning and improvements in future performance, aligning with their commitment to deliver prompt and high-quality services to citizens.

From an environmental standpoint, Jaâkou highlighted the importance of treatment plants, particularly the Laqliaa facility, which employs activated sludge technology for tertiary wastewater treatment, promoting the reuse of treated water for landscaping while strictly adhering to environmental standards.

Additionally, the company pays special attention to health and safety in the workplace through ongoing training and awareness programs, adopting protective equipment, and securing construction sites against various risks, which has allowed them to obtain ISO 9001, ISO 14001, and ISO 45001 certifications.

In conclusion, this effort is part of ongoing coordination with all partners, including local authorities, the Souss-Massa hydraulic basin agency, and meteorological services. This collaboration enhances the effectiveness of interventions and ensures rigorous management of flooding risks and climate-related hazards in the region.
