Bank Al-Maghrib: Ten Regulatory Texts Approved to Strengthen the Banking Sector

Strengthening the Regulatory Framework of Morocco’s Banking Sector
The Credit Institutions Committee (CEC) convened on Thursday at the headquarters of Bank Al-Maghrib in Rabat in an expanded format and issued a favorable opinion on ten regulatory texts aimed at enhancing the supervision of Morocco’s banking sector.
Among these documents are seven circulars implementing the law related to secured obligations, which are intended to finalize the regulatory framework necessary for their execution by the issuing institutions.
The Committee also approved modifications to a circular concerning the obligation of vigilance, aligning the rules for combating money laundering, financing of terrorism, and proliferation financing with the latest developments in the standards set by the Financial Action Task Force (FATF).
Additionally, two directives received favorable opinions. The first focuses on the digital operational resilience of credit institutions, aimed at strengthening the management of cyber risks. The second pertains to the minimum requirements for customer reception and measurement of customer satisfaction, designed to enhance the quality of financial services.
According to Bank Al-Maghrib, these measures aim to enrich the banking regulatory framework, improve risk management, and strengthen the relationship between financial institutions and their clients, while supporting economic financing.
Finally, the Committee expressed its approval for a cooperation agreement regarding banking supervision and information exchange between Bank Al-Maghrib and the Central Bank of Uganda, signed on April 21, 2026.
