Bank Al-Maghrib: Ten Regulatory Texts Approved to Strengthen the Banking Sector

The Committee of Credit Institutions (CEC), which met on Thursday at the headquarters of Bank Al-Maghrib in Rabat in its extended formation, has issued a favorable opinion on ten regulatory texts aimed at strengthening the framework of the Moroccan banking sector.
Among these texts are seven circulars for the application of the law regarding secured obligations, intended to finalize the regulatory framework necessary for their implementation by issuing institutions.
The Committee also approved amendments to a circular related to the obligation of vigilance in order to align the rules for combating money laundering, terrorist financing, and the financing of proliferation with the latest developments in the standards set by the Financial Action Task Force (FATF).
Additionally, two directives received positive feedback. The first pertains to the digital operational resilience of credit institutions, with the goal of enhancing cyber risk management. The second focuses on the minimum requirements for welcoming and measuring customer satisfaction in order to improve the quality of financial services.
According to Bank Al-Maghrib, these measures aim to enrich the banking regulatory framework, enhance risk management, and strengthen the relationship between financial institutions and their clients, all while supporting the financing of the economy.
Lastly, the Committee gave its approval to a cooperation agreement regarding banking supervision and information exchange between Bank Al-Maghrib and the Central Bank of Uganda, signed on April 21, 2026.
