The report highlights significant advances in the publication of budget documents and access to public information while stressing considerable room for improvement.
Efforts in Document Publication
The IBP’s analysis shows that Morocco has strengthened the availability of several key documents related to the state budget, including finance laws, execution reports, and certain macroeconomic data. These advancements reflect a commitment to aligning with international standards in public financial governance. However, the report points out shortcomings regarding the clarity, regularity, and accessibility of some publications, which remain difficult for the general public to navigate.
Limited Citizen Participation
One of the main weaknesses identified relates to citizen participation in the budgetary process. The IBP estimates that mechanisms allowing citizens, civil society, and experts to contribute to the development or oversight of the budget are still insufficient.
