Morocco-Portugal: A New Agreement for Mutual Recognition of Driving Licenses

Morocco and Portugal have signed a new agreement regarding the mutual recognition of driving licenses. This initiative aims to enhance bilateral cooperation in road transport and simplify travel for citizens between the two countries.
The agreement was signed in Rabat by Morocco’s Minister of Transport and Logistics, Abdelsamad Kayouh, and his Portuguese counterpart, Miguel Pinto Luz, Minister of Infrastructure and Housing. It updates the agreement made in 2003 to align with legislative changes and new road safety requirements.
A Modernized Legal Framework
This new convention seeks to harmonize driving license regulations with international standards and the regulatory developments observed in both countries. It also aims to streamline the administrative procedures related to the exchange of Moroccan and Portuguese driving licenses.
The goal is to facilitate mobility for residents, workers, and travelers while ensuring a high level of safety on the roads.
A Positive Measure for Moroccans Residing in Portugal
One of the key advancements introduced by this agreement is the expansion of the recognition of Moroccan licenses in Portugal. From now on, Moroccans established in the country will be able to exchange all categories of licenses obtained before their relocation, while the previous system was primarily limited to category B licenses.
This measure represents a significant benefit for members of the Moroccan community, especially for transport professionals and drivers engaged in activities that require specific licenses.
Driving for Up to One Year in the Partner Country
The agreement also stipulates that holders of a Moroccan or Portuguese driving license can operate a vehicle in the other country for a maximum period of one year from their entry, provided they adhere to local laws and regulations.
This provision is designed to offer greater flexibility for travelers, students, workers, and new residents.
A Strengthened Partnership in the Transport Sector
The conclusion of this agreement is the result of several technical and institutional consultations involving, notably, the National Road Safety Agency (NARSA) and the relevant authorities of both countries.
Moroccan and Portuguese officials believe that this new convention will strengthen bilateral relations, facilitate citizen mobility, and support the social and professional integration of the Moroccan community in Portugal.
