Morocco Strengthens Its Climate Budget to Accelerate the Transition to a Low-Carbon Economy

Morocco is taking a significant step forward in implementing its climate strategy with the introduction of the climate budget labeling. This initiative is designed to better direct public spending towards projects that promote ecological transition and sustainable development.
This approach will enable the identification, tracking, and evaluation of public investments contributing to the reduction of greenhouse gas emissions, while also enhancing the Kingdom’s resilience to the impacts of climate change.
A Lever for Mobilizing More Green Financing
Through this mechanism, authorities aim to improve the coherence between national budget priorities and Morocco’s climate commitments. The goal is also to facilitate the mobilization of international climate-related funding and expedite the implementation of the Nationally Determined Contribution (NDC).
Climate labeling thus serves as a strategic tool to enhance the transparency of public investments and measure their impact on the country’s environmental objectives.
The “Just Transition” Project Supports This Reform
The establishment of this initiative is supported by the Just Transition project, which assists the Ministry of Economy and Finance in developing this innovative tool. This initiative aims to improve the allocation of public resources towards green investments and support Morocco’s transition to a more resilient, low-carbon economy.
International Cooperation for Ecological Transition
This project is part of a collaborative approach involving several international partners. It complements the efforts undertaken by the World Bank, the French Development Agency (AFD), and Expertise France in support of Morocco’s climate policies.
The Just Transition project is co-financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union, as part of the Green Partnership between Morocco and the European Union. It is implemented by GIZ, in partnership with the Ministry of Economy and Finance and the Ministry of Energy Transition and Sustainable Development, to assist in transforming Morocco’s economic model towards more sustainable growth.
