Reform of the Status of Medical, Pharmacy, and Dentistry Students in Morocco
This text aims to redefine the rights, obligations, and training pathways of future healthcare professionals within the context of profound transformation in the sector and the establishment of territorial health groups.
A New Structure for Student Pathways
The decree establishes a clear classification of students into four statuses: observer, extern, intern, and resident, corresponding to their different stages of training.
Students at the beginning of their studies are placed in the “observer” status before becoming “externs” in their advanced years, during which they participate in medical activities and patient care under supervision.
Interns take a more active role in hospital services, particularly through on-call duties and patient care activities. Residents, on the other hand, assume direct responsibilities in care, emergencies, scientific research, and supervision.
Access to the Residency through an Exam
The new framework introduces a national exam for access to the residency program after four years of study. This two-year phase allows students to work within hospital structures while also engaging in research activities and educational supervision.
A Service Obligation within Territorial Structures
Among the main innovations, the decree stipulates a three-year service obligation within territorial health groups following the attainment of a specialty diploma for non-military residents.
Any early departure from this arrangement is subject to strict conditions, including administrative authorization and reimbursement of compensation and training costs incurred by the state.
Social Guarantees and Enhanced Support
The text also ensures the generalization of mandatory medical coverage and insurance against workplace accidents and occupational illnesses for students.
It regulates on-call duties, night shifts, and evaluation methods, while establishing a disciplinary framework aimed at reinforcing academic and professional rigor.
A Reform to Modernize Medical Training
Through this reform, authorities seek to further professionalize the training pathways of future doctors, pharmacists, and dental surgeons, while adapting education to meet the needs and future challenges of the Moroccan healthcare system.
