Meeting of the Board of Directors of the National Social Security Fund

The Board of Directors of the National Social Security Fund (CNSS) convened on Thursday, September 3, 2026, for its regular session, chaired by Ms. Nadia Fettah, Minister of Economy and Finance.

During this meeting, the Board members reviewed and approved all items on the agenda.

Notably, the Board approved the management report from the Director General, finalized the CNSS’s accounts, validated the action plan and budget for the 2026 fiscal year. Additionally, it sanctioned the cap on administrative fees related to the social security scheme and acknowledged the annual report from the State Controller.

Several strategic decisions were examined and approved to support the new missions of the Fund. These include enhancing information systems security, creating a subsidiary dedicated to accelerating digital transformation, and establishing a subsidiary for the management of CNSS polyclinics.

In terms of CNSS operations, the General Scheme reflects a positive trend. The number of employees registered with the CNSS reached 4.24 million in 2025, an increase of 4% compared to 2024, while the declared wage bill rose from 222.51 billion dirhams to 244.84 billion dirhams over the same period, marking a 10% increase. Contributions owed totaled 36.46 billion dirhams in 2025, up by 9% from 2024, while benefits disbursed grew from 29.7 billion dirhams in 2024 to 31.5 billion dirhams in 2025.

The recorded results also reflect the efforts made in collection and combating social fraud. The CNSS conducted 10,411 inspection and control missions in 2025, an increase of 22% from 2024, which facilitated the regularization of the status of 151,682 employees in 2025, up by 24% from 2024, involving a wage bill of 6.6 billion dirhams in 2025, which represents a 63% increase compared to the previous year. The amounts recovered from collection actions reached 5.25 billion dirhams in 2025, compared to 4.79 billion dirhams in 2024, reflecting a 10% rise.

Regarding Mandatory Health Insurance, the eligible population grew to 25.08 million beneficiaries in 2025, an increase of 3% from 2024. The benefits provided under various health insurance schemes amounted to 22.65 billion dirhams in 2025, a 17% increase over 2024.

The health insurance scheme for salaried workers recorded over 4 million main insured individuals in 2025, a rise of 5% from 2024, with benefits paid out totaling 9.22 billion dirhams, an increase of 12%. The scheme for non-salaried workers accounted for 1.69 million main insured individuals, up by 4% from 2024, with benefits delivered amounting to 2.28 billion dirhams, representing a 24% increase.

This scheme exhibits a structural deficit, with benefits significantly exceeding contributions received, showing a benefits-to-contributions ratio of 157% in 2025, up by 25 points from 2024. To address this issue, the CNSS and the relevant departments are working to enhance participation in this scheme and improve contribution recovery. The “AMO TADAMON” scheme covered 3.95 million people, with benefits amounting to 8.49 billion dirhams, a 13% increase from 2024, while the “AMO ACHAMIL” scheme covered 265,551 main insured individuals, reflecting a 70% rise from 2024, with benefits disbursed totaling 1.36 billion dirhams.
