A Strategic Program for Moroccan Small and Medium Enterprises

Strategic Milestone for Small and Medium Enterprises in Morocco
A significant strategic milestone has been reached for very small, small, and medium enterprises (VSMEs) in Morocco with the official launch of the PACTE TPME, the Acceleration Plan for the Growth and Transformation of VSMEs. The ceremony took place on April 29, 2026, in Rabat, presided over by Ryad Mezzour.
The event also brought together several government members, including Fatim-Zahra Ammor, as well as institutional and economic leaders, including the president of the CGEM (Confederation General of Moroccan Enterprises).
A Framework Aligned with the National Vision ORBIT 2030
The PACTE TPME, part of the contractual framework between the State and the Agency for the period 2026-2030, aligns with the strategic ambition of ORBIT 2030. Its objective is to enhance the competitiveness, resilience, and growth of businesses by offering integrated support tailored to the maturity level of each enterprise.
Four Pillars to Support Business Transformation
The program is based on four main pillars: fundamentals, resilience, competitiveness, and growth. This renewed approach emphasizes proximity, differentiated needs, and the pursuit of measurable impacts on the entrepreneurial landscape.
Mobilizing Economic and Financial Actors
The ceremony was marked by the signing of several partnership agreements, illustrating a collective mobilization of public, economic, and financial actors in favor of VSME development and strengthening the national economy.
A New Identity for Maroc PME
On this occasion, a new visual identity for Maroc PME was unveiled, symbolizing the agency’s transformation towards a more agile, comprehensible, and future-oriented model, in line with the goals of the ORBIT 2030 strategy.
