Morocco Signs Strategic Partnerships to Accelerate Digital Transformation in the Public Sector

The Ministry of Digital Transition and Administrative Reform signed three strategic partnership agreements on Tuesday in Rabat, aimed at accelerating the digital transformation of the public sector. These agreements are part of a broader effort to modernize public services, enhance transparency, and improve the relationship between the administration and citizens.

Agreements Signed at the African Open Government Summit

These conventions were finalized on the sidelines of the African Open Government Summit (AAGO), taking place in Rabat, which has seen the participation of public officials, national and territorial institutions, as well as civil society actors from various African countries.

Partnership with ICESCO: AI and Digital Transformation

The first agreement was signed between the delegated minister, Amal El Fallah Seghrouchni, and the Director General of ICESCO, Salim bin Mohamed Al-Malik. It establishes a framework for cooperation in the areas of digital transformation, artificial intelligence, and strategic foresight.

This five-year renewable agreement aims to:

  • Enhance human skills,
  • Facilitate the exchange of expertise,
  • Promote the application of artificial intelligence for sustainable development,
  • Develop innovative digital projects.

It will also encompass the digitization of cultural and scientific heritage, including manuscripts and historical documents.

Enhancing Citizen Services in Public Administration

The second agreement, signed with the Kingdom’s Mediator, Hassan Tarik, focuses on implementing a national program to improve the reception of users in public services.

This partnership strives to enhance the quality of administrative services and strengthen the trust between citizens and the government. It includes:

  • Pilot projects in specific service structures,
  • Technical and financial support from the ministry,
  • Training initiatives,
  • A phased nationwide rollout.

Combating Corruption and Ensuring Digital Integrity

The third agreement, forged with the National Authority for Integrity, Prevention, and Fight Against Corruption, aims to support the digital transformation of this institution.

This initiative is based on three main pillars:

  • Modernizing information systems,
  • Integrating integrity principles into digital services,
  • Utilizing artificial intelligence and big data to detect corruption risks.

A joint monitoring committee, along with annual action plans, will be established to ensure the effectiveness of this cooperation.

A Comprehensive Vision for State Modernization

Through these three agreements, Morocco continues to pursue a comprehensive strategy for modernizing public administration, focused on:

  • Digitization of services,
  • Transparency,
  • Institutional efficiency,
  • Combating corruption.

These conventions underscore the Kingdom’s commitment to accelerating its digital transformation and enhancing the quality of public services while reinforcing citizen trust and embedding performance and transparency within the administration.
