The African Development Bank and Tamwilcom Strengthen Their Partnership to Support Small and Medium Enterprises in Morocco

Strengthening Economic Development: African Development Bank and Tamwilcom Partnership
The African Development Bank (AfDB) and Tamwilcom are looking to revitalise their partnership to enhance access to financing for micro, small, and medium-sized enterprises (MSMEs). This collaboration aligns with the strategy to support Morocco’s economic development and aims to promote entrepreneurship, employment, and financial inclusion.
In an interview with the African Development Bank, Tamwilcom’s Strategy Director, Abdelmoughite Abdelmoumen, highlighted the achievements from this cooperation, emphasizing its positive impact on strengthening guarantee mechanisms and improving companies’ access to credit.
Programs Promoting Financial Inclusion
For several years, both institutions have collaborated on various programs designed to develop a more inclusive financial sector. These initiatives have notably strengthened guarantee mechanisms and supported microfinance institutions to enhance their resilience and capacity to assist entrepreneurs.
In recent years, this partnership has intensified with the establishment of new results-based financing mechanisms. These initiatives primarily target MSMEs, job creation, and the development of female entrepreneurship.
A €119 Million Program to Encourage Entrepreneurship
One of the most significant projects is the Entrepreneurship Support and Financing Program aimed at job creation, approved by the African Development Bank in 2025.
With a budget of €119 million, this program is further complemented by a $2.5 million grant under the "Afawa" initiative. This funding will support nearly 8,700 women entrepreneurs in collaboration with the Ministry of Economy and Finance.
This initiative aims to facilitate access to financing, support business creation, and enhance women’s participation in economic development.
Effective Guarantee Mechanisms
Tamwilcom showcases the performance of its guarantee system, which has become an important lever for mobilizing bank financing.
According to the institution, every euro mobilized in guarantees now generates up to 24 euros in bank loans for MSMEs. This mechanism strengthens financial institutions’ confidence and encourages greater private sector involvement in funding the economy.
A Partnership Beyond Financing
The cooperation between the AfDB and Tamwilcom extends beyond financial resources. The two partners are also focused on strengthening Tamwilcom’s institutional capacities, particularly in areas such as sustainable development, project impact assessment, and measuring their contribution to job creation.
This approach enhances the effectiveness of support mechanisms while integrating sustainability criteria into business support policies.
New Collaboration Perspectives
Both institutions are now looking to explore new avenues for cooperation to support the transformations of the Moroccan economy.
Priorities include supporting MSMEs, financing start-ups, promoting ecological transition, facilitating digital transformation, developing territories, and supporting public policies aimed at stimulating investment.
According to Tamwilcom, these new directions could lead to the establishment of innovative risk-sharing mechanisms and financing solutions capable of mobilizing more private capital.
Accelerating the Modernisation of the Moroccan Economy
By strengthening their partnership, the African Development Bank and Tamwilcom aim to support Morocco’s economic modernization ambitions.
The development of new financial instruments, combined with improved access to credit for entrepreneurs, is expected to contribute to business growth, encourage innovation, and foster the creation of sustainable jobs across the Kingdom.
